Philadelphia2035: The Comprehensive Plan is one component of a broader initiative known as the “Integrated Planning and Zoning Process.” The process is designed to align Philadelphia’s zoning code changes with comprehensive and strategic planning, all of which is informed by a formalized public education and outreach organization, the Citizens Planning Institute.
Work to reform the City’s antiquated Zoning Code began in fall 2007, following a voter referendum to establish the Zoning Code Commission. As that work progressed, it became obvious that an update of the city’s nearly 50-year-old comprehensive plan was in order. And, the best way to keep the public informed about planning and zoning issues and reform, was to establish the Citizens Planning Institute and its curriculum of informative courses and other outreach activities.
