This initiative, developed by the Clinton-Gore administration, was designed to provide communities with the tools, information, and resources they could use to enhance their quality of life, ensure their economic competitiveness, and build a stronger sense of community. Key elements of the Initiative were included in President Clinton’s proposed FY2001 budget.
